LDC MOTIONS DEBATED BY CONFERENCE The following motions were vigorously debated during the afternoon session:

  • Retirement and Pensions: This Conference believes the age at which GDP’s can retire (take their pension) should be reinstated to age 60 Ayrshire and Arran LDC Passed by Conference unanimously
  • Combined Practice Inspections: This conference believes that practices with less than 100 registered NHS patients should make a financial contribution to cover the cost of their Combined Practice Inspection Lothian Passed by Conference by a majority
  • Poorly Performing Practitioners This conference calls for the Scottish Government to provide additional funds to support poorly performing practitioners Lothian LDC Amended Motion passed by Conference unanimously
  • Scottish Government Consultation – ‘The Future of Oral Health’: Conference condemns the poor standard of the Consultation by Scottish Government on General Dental Services conducted last year and calls on Scottish Government to carry out a second and more detailed Consultation containing more substantial detail on the suggested changes which would provide a proper basis for the formulation of policy on General Dental Services in the future Forth Valley LDC Defeated by Conference by a majority
  • Scottish Government Consultation – ‘The Future of Oral Health’: This conference demands that the governments expressed intention ‘to work towards a reduced number of allowances’ referred to in the consultation document ‘Scotland’s Oral Health Plan’ does not result in a reduction in the GDS allowances budget Greater Glasgow & Clyde LDC Passed by Conference unanimously
  • NHS Terms of Service: This Conference believes that individual practitioners, who each hold their own contract with the NHS, should be held solely responsible for fulfilling their Terms of Service and other statutory obligations, without penalty to practices, for whom no NHS contract exists Lanarkshire LDC Passed by Conference unanimously
  • Sugar Tax: This Conference believes there is a need for the Government to extend the sugar tax that is to be implemented on soft drinks to all high sugar products. A percentage of the proceeds should be redirected to dentistry Lanarkshire LDC Passed by Conference unanimously
  • Water Fluoridation: This Conference demands that the Scottish Government look again at fluoridation of the water supply as a successful public health measure in reducing dental health inequality Lanarkshire LDC Passed by Conference unanimously
  • Statement of Dental Remuneration / Practitioner Services Division: This Conference abhors the inconsistencies in the interpretation and implementation of items within the SDR by PSD resulting in punitive penalties, and Conference demands transparency and clarity from PSD in these cases Lanarkshire LDC Amended Motion Passed by Conference by a majority
  • Statement of Dental Remuneration / Referral Fee: This conference proposes the introduction of a meaningful referral fee as an item in the SDR, which reflects the comprehensive diagnostic data requirements of the SCI Gateway platform Greater Glasgow & Clyde LDC Passed by Conference unanimously
  • SCI Gateway: This conference calls for resources to be provided to enable better integration of SCI Gateway with patient data in clinical software systems Greater Glasgow & Clyde LDC Passed by Conference unanimously
  • NHS Education for Scotland: This conference demands that NHS Education for Scotland commits to having at all times pre-approved audit relevant to clinical practice available for GDPs to access Greater Glasgow & Clyde LDC Passed by Conference by a majority
  • Clinical Audit: This conference asks that audit funding and support for GDPs is ring-fenced in any budgetary negotiations with Scottish Government Greater Glasgow & Clyde LDC Passed by Conference unanimously
  • Patient Safety: In the interests of patient safety, this conference calls for ‘Emergency Care Summaries’ to be made directly accessible for GDPs in practice Greater Glasgow & Clyde LDC Passed by Conference unanimously
  • Decontamination Allowance: This conference demands that a decontamination allowance for the maintenance and/or replacement of machines such as washer disinfectors should be made available Greater Glasgow & Clyde LDC Passed by Conference unanimously
  • DDRB: This conference calls for review of the mechanisms by which the profession negotiates on NHS fees Greater Glasgow & Clyde LDC Passed by Conference unanimously
  • Emergency Drug Kits: This conference proposes that the cost of emergency drugs is reviewed, especially in relation to newer requirements regarding buccal midazolam, which has caused a sharp increase in costing. Additionally, with some drugs having a relatively short expiry, we propose a means whereby Scottish government supply a kit for NHS dental practices, thereby standardising provision Greater Glasgow & Clyde LDC Passed by Conference by a majority
  • Automated External Defibrillators (AED) Mapping: Following the introduction of AED mapping there is now a potential requirement for dental practices to provide emergency care out with their premises. In light of this additional responsibility this conference proposes that GDPs and their staff will no longer be required to selffinance their annual BLS training Greater Glasgow & Clyde LDC Passed by Conference unanimously
  • Occupational Health Services for GDPs: This conference demands that all GDPs and staff should have access to occupational health services on the same basis as GMP Practices in Primary Care Greater Glasgow & Clyde LDC Passed by Conference unanimously
